The website gives you all of the information you need to build a Windows Phone and sell it. Microsoft calls it a "well-defined end-to-end process." Obviously, this is really meant for manufacturers who can afford to design and produce a Windows Phone and sell it to consumers.
The Windows Phone manufacturer will be using a Qualcomm reference design and select a camera, LCD display, memory, sensors, and a touch controller. This surely should end the talk about Microsoft eventually ...
